Federal regulations, albeit of a bit more of a conspiracy one might think, are seemingly targeted at increasing costs and regulatory compliance to unreasonable levels that smaller institutions cannot support if they became more competitive, and took on greater risks.

It seems all small businesses that exist in the shadow under the mega institutions whose executives flip flop between public and private chairs, tend to get hurt the most by regulatory and financial changes in those industries, with zero relief while the mega institutionalized leverage public funds to keep themselves afloat. Albeit not all of them are always able, however many questions get raised.

Do you know if there is a reliable source for being able to track the financial soundness of known banks and other financial institutions? Of course it doesn't help when Bank of America Meril Lynch use the same accounting strategies as Enron, but at least for smaller financial institutions there is likely more integrity.
